Issue Summary
Invitation failure due to Opsgenie enabled.
Steps to Reproduce
- Enable New users have access to this product for Opsgenie
- Try inviting a new user
- Notice an error occurs
Expected Results
Site/Trusted Admins are able to invite any user.
Actual Results

Workaround
Disable New users have access to this product for Opsgenie.
