Currently, although the Based In field is available on the Org Admin UI (accessing a managed account, and clicking on Show more details), this information is not pulled on the export CSV, neither retrievable via API.

This information can be crucial to customers that have a centralised Organisation on Cloud, however have different offices around the globe and would like to calculate/identify which office is consuming more licenses on our products.
