Atlassian account of a provisioned user cannot be deleted

Steps to Reproduce

1. Enable user provisioning in the organization > managed account cannot be deleted
   

Expected Results

Atlassian account of a provisioned user should be allowed to delete

Actual Results

Atlassian account of a provisioned user cannot be deleted

Workaround

Remove user provisioning and then delete the Atlassian account.
OR
Disable it from the identity provider to avoid being billed.
