Granular control over Site Administrator permissions

      It'd be nice to have more granular control over the administrative functions granted to Site Administrators. For example, granting people the ability to manage users and groups while protecting other functions in the site or in the applications.

      Original description from reporter:

      Instead of only allowing site-administrators the ability to manage user accounts within Atlassian Cloud, there should be a user-administrators role.

      We would like our Service Desk staff to have the ability to do user administration within our organization but are unable to do. We cannot give them site-administrator access as this allows them to have too much control and the potential ability to break our configurations, workflows, etc.

      Overall permissions need to be more granular to allow true delegation of tasks and administration.
