Increase the invitation limit of users in the new UI

      Summary

      For now, site-admins can only invite 5 new users per time.
      Previously, it did not matter how many users were being created at once.

      Also, the message "Maximum of 5 users may be added at once.” only appears after you try inviting more than 5 users.

      It would be nice to have the ability to invite how many users you want with the new UI.
