Summary
Currently, in SAML single sign-on documentation is not updated with how to setup JIRA Service Desk customer account login with SSO.

How to set up JIRA Service Desk customer account login with SSO
- For existing customer account , search the user in Portal Only Customer list by go to User Management > JIRA Service Desk > Portal only Customer
- Open the user profile and click Migrate to Atlassian Account
- Then , it will redirect to user profile with that have the application access/group information. Make sure to remove all the application access because Customer account don't require an application access and it will not counted in any license.
- Now , open the Customer Portal and key in the email. If the email already in the Organization managed account , it will be redirected to SSO.
Actual Results
No information about JIRA Service Desk customer account.
