Summary

Invitation emails being sent out contains HTML ampersand character codes instead of international characters.

This only affects invitation emails being sent out from id.atlassian.com

Steps to Reproduce

1. Edit name on id.atlassian.com to contain international characters; for example (TéstÖ)
2. Invite user to instance

Expected Results

The user will receive an email with this subject line

T& eacute ;st& Ouml ; has invited you to Jira
