Problem Definition
Currently when we create a user, automatically an Atlassian account is created, even though the user hasn't confirmed the email.
Then if the user goes to the instance URL and tries to create the account, he/she receive an email informing that an Atlassian account already exists for that email address, and he/she must reset the password that was not even created.
Suggested Solution
It would be great if the Atlassian account is created only when the user finishes the registration through instance URL.
