Allow an administrator to set the password policy for users not on a claimed domain

Problem Definition

Administrators are unable to set the password policy for users who are not on a claimed domain. Users who are not on a claimed domain will default weak password policy. This could violate the corporate password policy requirements for application access for some users.

Suggested Solution

Allow administrators to set the password policy of all users irrespective of whether the domain is claimed or not.
