Have an option to create users with the ability to suggest Full Name

Problem Description

Currently, with Atlassian Account, user creation form does not have fields to define the Full Name and Username for a user.

It's no longer possible to define the Full Name and Username, when navigating to a hidden URL:

• https://INSTANCE_NAME.atlassian.net/admin/users/add

Suggested Resolution

Reintroduce the ability to suggest a Full Name, and specify a username as part of the inviting of a user to a site.
