Summary
JIRA or Confluence import fails when the instance has an annual license and the backup contains more users than the license seats.
Environment
Steps to Reproduce
- Start a Cloud instance with an annual license for 10 users.
- Export JIRA from another instance where 15 users have access
- Import fails as there aren't enough seats
Expected Results
Import finishes and the user chooses who will have access once the instance is accessible
Actual Results
Import fails and the application is locked
Unable to create the user as you have insufficient license seats for JIRA or Unable to create the user as you have insufficient license seats for Confluence
Notes
Workaround
- Revoke groups' access on the source instance
- Keep only the permissions for administrators
- Create the backup
- Grant access to the groups once again
- Import the backup on the target instance
