"Last seen" information blank for some users in user export

Summary

Even though ID-6281 is being fixed and the Last active session is getting populated in the User Management for most users, the "Last seen in <app>" column is not getting populated in the user CSV export. For most customers, it shows blank for all users. For other customers, it shows blank for just some and others are populates correctly.

Environment

Cloud - JIRA v1000.1092.0

Steps to Reproduce

1. Go to User Management
2. Click Export users

Expected Results

Last seen in <app> column gets populated correctly.

Actual Results

Last seen in <app> column does not get populated correctly.
