After the Atlassian Account migration, admins are not able to set/change the password manually anymore.

      Suggested Resolution

Restore the ability for admins to set the password manually during user creation and change the password manually.

But I have managed accounts and I can't set passwords for those users.

My scenario - a user forgets their password,

            1. they click on the password reset button.
            2. The email doesn't arrive
            3. I would like to set a password for them to get them back to work, but I can't!

We are evaluating alternate methods of allowing users in China to update their password without requiring Captcha which can be tracked here: https://jira.atlassian.com/browse/ID-6228

Lot of our users are in China and cannot go to password reset pages because of Google Captcha.  Removing this further cripples our ability to support our China based developers.
