Summary

When accessing Confluence Administration from User Management, it redirects users to an empty page.

Steps to Reproduce

1. Go to User Management
2. Cog icon > Confluence administration

Expected Results

It should redirect users to General Configuration page

Actual Results

It shows "Page Not Found" to the user. (URL: https://example.atlassian.net/wiki/admin/console.action)

The page you were trying to reach could not be found. This could be because:

• The page does not exist.
• The page exists, but you do not have permission to view it.

JIRA Administration link is working fine.
