Summary
When a New User self-signs up for an account in a Cloud Instance, the Admin receives an email message showing an incorrect number of seats available in the instance. It shows more users available than currently registered for.
Environment
- JIRA 1000.25.1 (Cloud)
Steps to Reproduce
- Enable User Self-Signup within User Management
- Enable the option to "Notify administrators by email when an account is created by create or sign up"
- In another Browser or 'Incognito Mode,' Access instance and Click 'Create an Account' to create a new account
- Verify account and Admin should receive the "New User Notification"
Expected Results
When the new user creates an account, the notification the Admin receives should show an accurate number of seats left in their license.
Actual Results
Notification email seems to indicate a total of 2000 User Licenses in an instance.
Created an Evaluation Instance with 10 users; 2 Users total in Instance:

License usage can be verified by going to
