Confluence does not have the ability to manually configure which groups should be the 'Default' ones for new created users. When the confluence-users group does not have access to Confluence the assignment of the 'Default' group is given to all the non-admin existing groups. See example below

Have the ability to choose which of the groups should be assigned as default regardless of them being admin or not.
