Problem Definition
Presently, site-admins have no way to restrict REST API access or view usage.
Suggested Solution
Add a REST API sub-tab in the Application Access screen
https://example.atlassian.net/admin/apps
And display/group the users that have explicit API access
https://example.atlassian.net/admin/accessconfig
I think if a user is added to the developers group, API access would automatically be granted. Otherwise, there is no reason to provide all users with API access unless its required and sanctioned by a site-admin.

Thank you for raising and following this suggestion. Because there has been no user engagement (votes, watches, comments) over the last year, we have no plans to implement this in the foreseeable future. In order to set expectations, we're closing this request to focus on our upcoming roadmap.
