At the moment, on any Cloud instance, the default login screen shows the message:
"To request an account, please contact your JIRA administrators."
even if the instance doesn't have JIRA enabled.

For Confluence Cloud only instances or Bamboo Cloud instances it may be confusing for users.

Users may not necessarily know what JIRA is or that is referring to the Confluence site administrators. This creates confusion and at the moment is not configurable from within the applications.
