Disabling DVCS Connector cause appearance of this error message 'Failed to communicate with JIRA regarding Bitbucket access' during user creation in JIRA

      Summary
      One of customer cloud instance has JIRA DVCS Connector add-on/plugin disabled without performing any action of disabling it. I suspect the add-on/plugin has been disabled during maintennance. This is would cause appearance of this 'Failed to communicate with JIRA regarding Bitbucket access' error message during user creating in JIRA.

      Step to reproduce it:

      1. Disable JIRA DVCS Connector Plugin.
      2. Navigate to User Management.
      3. Click on 'Create user' button.

      Workaround:
      Enable JIRA DVCS Connector add-on/plugin will remove the error message
