"Username Conflict Notification" message quite confusing

The title and content of the message doesn't make clear why it happened. The content only says that it was not possible to grant application access to a certain user to a certain product.

It would be great to have something telling the user that he/she is running out of licenses on a certain product and that's why it was not possible to grant application access to the user. Thus, he/she will have to increase their user limit license for that product or perhaps retrieve application access from another user and grant it to the new one. Also the message subject isn't very intuitive. "Username Conflict" is not the same as "You ran out of licenses".
