French translation encoding problems

For example 'Insert macro' title is displayed with mangled characters because of the following:

macro.browser.edit.macro.title=Modifier &\#8216;{0}&\#8217; la macro

Instead of the characters there {{ \u2018 and \u2019 }} should be used, which renders correctly on the UI.

Also, for page permissions an extra space is displayed, thus instead of:

page.perms.viewing.restricted.to=Affichage limit\u00E9 \u00E0 \:

this should be used:

page.perms.viewing.restricted.to=Affichage limit\u00E9 \u00E0 :

The above are just examples, all related entries with the same problem should be fixed.
