      I just downloaded a language pack from TAC (attached jar) and don't see a license file.

      At the time of raising this issue, this is causing Confluence's license check build to fail: https://confluence-bamboo.atlassian.com/browse/CONFFUNC2-LICENSECHK

      agnes@atlassian.com will be able to clarify what's needed for our BOM generation code to pick up the language pack license.
