Bug: Given a key with an existing accepted translation for a particular product and version, if the content of the translation is changed updated a new language pack will not be generated.

Consequently, the changes will not be possible in the language pack available for download. This is very bad because the fixes done to existing translations are not visible in the generated language packs.

Desired behaviour: A change in the content of an existing accepted translation should trigger the generation of a new language pack for all product versions containing that key.

This is so that fixes to existing translations are available for download.
