Issue Summary

On a portal view, button texts(Cancel, Save, Submit) within attached form are in English even when the language is set to Japanese in account settings.

Steps to Reproduce

1. Set your account language to Japanese
2. Go to any request that has form attached for external, and view it on portal
3. Form buttons (Cancel, Save, Submit) are in English and not translated to Japanese
