Improve German translation in Confluence admin area

      Generally in German, only nouns are spelled with upper case. Verbs and adjectives are spelled with lower case. We see a lot of instances of this inconsistency in the Confluence admin area like the below examples:

      Allgemeine konfiguration => Allgemeine Konfiguration
      Neue funktionen => Neue Funktionen
      Abgekürzte links => Abgekürzte Links
