      Issue Summary

      Can't search filter if there are more than 2 Japanese characters

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Go to Jira instance
      2. Click [Filters] > [View all filters]
      3. Enter 1 Japanese character to the search box (It available search)
      4. Enter 2 Japanese characters to the search box (It not able to search and getting following error mesage)
      No filters were found that match your search

      Expected Results

      Available to search filters even enter more than 2 Japanese characters

      Actual Results

      Not able to search filters if enter more than 2 Japanese characters
