French translation of "All portals"

one of our partners reached out about a JSM portal French translation that says "Tous les service desks" and suggested that although it does mean "All service desks", it doesn't make sense in French.
So I tried to find the language package and in the case of JSM it looks like it's in the jira-servicedesk-application-x.x.x.jar file specifically here in this file translation-single-i18n_fr_FR.properties - even after replacing the text string in these two places the new translation doesn't seem to work. What am I missing?
