Add support for Portuguese Portugal in Jira

Summary: Add support for translation of system strings available in Jira for language Portuguese Portugal. 

Example: Currently, there are multiple system strings like mentioned below which are not translated from English for an end user using Portuguese Portugal as their default language:

Status, Search and Clear Selection:

Search, Show More and Numbers:

Open Requests, Closed Requests and Request Type:

Portals, Search for help resources and Recently used request forms:

Customer is using multiple Atlassian products like JSM, JWM, Jira Product Discovery, Confluence, JSW.
