Issue Summary

While setting the language to German. When the issue type can't be changed from the issue view the translation of the message that appears when you hover over the issue type icon "You cannot edit this issue type in this project" is translated to an irrelevant message that misleads the user

Steps to Reproduce

1. Change the language preference to German
2. Hoover over the issue type Icon

Expected Results

It should show a translated message of the same that indicates that you can't change the issue type.

Actual Results

It shows this message "Sie können diesen Vorgangstyp nicht in diesem Project" which translates to "You cannot use this task type in this Project"
