Approval word in the activity tab is not translated in the customer portal when using russian language

Issue Summary

When a Service Desk request is raised with approval, the following sentence is added to the activity  of the request:
"Request requires approval. 1 approval needed"

In the above sentence Highlighted  approval word does not seem to be translated in Russian language.

Steps to Reproduce

1. Create a Service Desk request that has an approval step
2. login as Approver and select approvals
3. Open the request  that is waiting for approval from the customer portal
4. Change the language of the customer who is viewing the request from the portal in Russian

Expected Results

The '1 approval' phrase should be translated (into Russian).
