Project>Reports>'Average Age Report' title not translated

Steps to reproduce:
1. Login to Jira.
2. Change your language to anything other than "English (US)".
3. Navigate to the "Average Age Report" (Project>Reports>Average Age Report).

You should notice that the page title in the "Banner" is still in 'English' as "Configure - Average Age Report", however the word "Configure" is translated. However, the title in the "Main Panel" is translated properly (based on the language selection).

This has been an issue with our previous versions of Jira 8.x.x as well.
