Health check notification email encoding issue (French language)

Steps to replicate

• Add mailing server to Confluence
• Change default language to French
• Go to Confluence Administration -> Troubleshooting and Support tools.
• Go to "periodic scan"
• Enable periodic scan, add start time and recipients email.

1. Navigate to:
   <confluence_directory>/confluence/WEB-INF/atlassian-bundled-plugins

1. run following command to find corrupted entry:

   zipgrep  Ru00E9sultats  confluence-language-pack-fr_FR-6.14.0.rc1-20190118093317.jar
   

1. use vim (on linux) to open confluence-language-pack-fr_FR-6.14.0.rc1-20190118093317.jar
2. navigate to package:

   i18n/troubleshooting_fr_FR.properties
   

1. locate the line:

   stp.scheduler.hercules.mail.subject=Ru00E9sultats de l''analyse des journaux pour
   

1. replace Ru00E9 with é character
