Global Sidebar unlocalised on Bitbucket Dashboard

The global sidebar icons, tooltips and panes are unlocalised on the main dashboard. They are correctly localised when accessed from other sections.

Repro steps – across all languages

1. On https://bitbucket.org/dashboard/overview , hover over the global sidebar icons (search, create, help, user profile) to see tooltip
2. Click on each icon
Result: All tooltips and panes are unlocalised
3. On the Bitbucket sidebar, click on Repositories or any of the UI Options (Projects, Pull-requests etc)
4. On the Repositories page, hover over and click on each icon on global sidebar
Result: All panes are localised
