the file footer.vm does not uses international translations keys and is hence not translatable by inserting some keys. Some companies / governments are legally bound to NOT use english in any of their tools, so this creates a legal issue.
The only way to bypass it is by modifying the file
<installDir>/atlassian-jira/WEB-INF/classes/templates/plugins/footer/footer.vm
directly, which is not recommended.
