Summary

When we are using Russian language and saving a workflow after editing, it shows ???? ????? ??????.
Affected JIRA 7.2.2, 7.7, 7.8, 7.9

Steps to Reproduce

1. Install a fresh JIRA instance using version 7.7
2. Change the default or profile language to Russian
3. G + G > Workflow > Select an active workflow and click Edit
   
4. Publish the workflow and a notification will be shown as below
   

Expected Results

The notification message shows after saving workflow should be shown correctly instead of ???? ????? ??????
