US translations for JIRA Service Desk 3.2 -series.

Why is it that always the US translation package has "in progress" translations where the terms are always in US terms anyway?

For example for our finnish translations purposes we have approved all transtalations for US package for 2.5.7.

Now in the 3.2 series there are a lot of unaccepted terms that have been approved for 2.5.7? Why cant they be copied over?
