IPT Admin section: Allow to select locale and see related translations directly from the UI

      Currently in the IPT admin section we list only translations tied with the user current language.
      In order to see translations for other languages, admin needs to adjust locale first and reload the page.
      That is very inconvenient.

      Admin should be able to see all translations despite of his browser/Confluence current locale.
