Currently TAC will silently modify translation sets sent from the maven release plugin.

It would be good to be able to run the same checks in either of two places:
1) when they are loaded
2) as a maven build check that reports on invalid strings

my preference is for (2) as Stash is only loading strings into TAC during the release week, so there are up to four weeks of strings being loaded and it would be good to find these early (especially for false positives).
