Allow Users to turn off animated gifs

      I find animated gifs very distracting, and there appears to be no way to disable animated Avatars, without also switching to the 'Classic' view, which has it's own issues - https://support.atlassian.com/servicedesk/customer/portal/32/HCP-10870
