Ability to restrict @here or @all use on a per-room basis

Please add a feature that allows the ability to restrict @all and @here mentions on a per-room basis, similar to what Slack does with @everyone, @here, and @channel .

In large rooms, some users will tag @all or @here for a question intended for a small group of room members (think of a support room, where a small group of admins are asked questions by a large group of members). This generates a lot of noise for other members of the room.

While using the Alias bot allows the creation of an @group, many users still tend to use @all or @here.
