If the app is active, I cannot click and drag the title bar in the window to move it. If I make another app active first, then I can click and drag the title bar and move the window, but as soon as I release the drag, I cannot click and drag again to move it. 

It is a real pain to have to make another app active in order to move the window to a new location.
