Windows title bar obscures Hipchat title bar - mouse pointer off

Problem Definition

The Windows title bar now obscures the Hipchat title bar. This prevents clicking on the controls in the Hipchat title bar like New Chat and Search History. More importantly, it also throws off mouse position which makes it hard to click on rooms and names.

Adjust the Windows title bar design size.
