Allow Hipchat to notify users of Jira @mentions

One of the big attractions to HipChat for us, was the ability to pull all of our notifications, from several different places, into a single place.

There currently doesn't seem to be any plugin functionality, or a native option to, to allow HipChat to notify the room of any @mentions. Meaning our team has to essentially look in another place in order to keep on top of all their alerts. We have "Your recent mentions" set up on the dashboard, for a quick review, but the dashboard isn't reviewed throughout the day, and any e-mail alerts are easily lost in the flood of messages.

I would expect it to work like this:

• Admin links room to a project, selecting from an option of:
  • Alert room of all @mentions in the project
  • Alert room of specific user(s) @mentions
• As soon as an @mention is published in a comment, or description, an alert is published to the room with an issue card and a quote of the comment
