Description
Summary
The current HipChat/Confluence integration does not fire a message notification to the configured HipChat room (public or private) when a question is asked in Confluence.

Steps to Reproduce
- Setup the HipChat/Confluence integration
- In the configuration options, make sure the option 'Question is asked' is checked when a new room is linked.
- Create a question in that space.
Expected Results
A notification will populate in the configured room when a question is asked.
Actual Results
The below exception is thrown in the atlassian-confluence.log file on the Conlfuence server:
2018-07-05 12:43:07,180 ERROR [AtlassianEvent::CustomizableThreadFactory-2] [hipchat.spacetoroom.service.SpaceToRoomNotificationService] hipChatNotifications Failed to obtain hipchat notifications for event com.atlassian.confluence.plugins.questions.event.QuestionCreatedEvent@32fddebf: No Hibernate Session bound to thread, and configuration does not allow creation of non-transactional one here.
Notes
The HipChat/Confluence integration is ran from the Confluence server. All other functionality for the integration works as expected.
Workaround
There is no known workaround.
