Bouncing dock icon feature doesn't work unless pop-up is enabled as well

Summary

If Showing a popup option isn't checked in Settings > Notifications, the dock icon doesn't bounce.

Environment

• Mac client 4.0.4 (539)
• Mac OSx 10.11.3
• Mac OSx 10.10

Steps to Reproduce

1. Enable Bouncing the dock icon feature under Settings > Notifications
2. Don't check for Popup notification
3. Keep the app open and not focused

Expected Results

The dock icon should bounce independent from other features.

Actual Results

The dock icon only bounces when Showing a popup option is checked

Additional notes

In Mac client 3.3.7, the dock icon bounces when minimized, however in 4.0.4 it only bounces when the app is open and not focused.
