Provide ability to auto-join/notify users even if they're not in a room

As a HipChat Server administrator, there are certain rooms that users should receive notifications even if they're not participants to them.

Example use cases would include:

• Service Desk rooms
• Team Announcement rooms
• Monitoring System rooms
• etc.

This would ensure that users would always get notifications or even auto-join if they're not in the room at all.

OR.... Prevent them from leaving specific rooms at all.
