Option to lower video call quality to reduce CPU load

With the new HipChat video, call quality is automatically determined based on the network connection speeds. As a result, group calls on a good network connection can be very high quality, but also very system intensive - high CPU usage, and in turn a hit to battery life.

An option to select a lower video call quality, in order to reduce load on the CPU and battery, would offer users more flexibility in terms of system performance.
