Users that are invited to rooms on HipChat Server do not receive mail notifications about the invites when they are offline

Users that are invited to rooms on HipChat Server do not receive mail notifications about the invites while they are offline. The issue is not observed when the invited users are idle/away instead. Mail notifications should be sent out when users are invited to rooms while offline, idle or away.

Environments where the issue is reproducible

• HipChat Server v2.0 build 1.4.2
• HipChat Server v2.0 build 1.4.3 (beta)

Steps to Reproduce

1. Login to HipChat Server and make sure the following notifications settings are checked:
   
2. Access the web client or desktop client and set your status to away or wait for inactivity so the status will be set to idle
3. Get another user to access a room > Invite Users/People > Invite you and another user that is offline to the room

Expected Result

Both users (away and offline) will receive mail notifications of room invites

Actual Result

User that is away/idle will receive mail notifications of room invites while user that is offline will not receive mail notifications of room invites

Workaround

Invite and mention the required users in the rooms so they will receive mentioned mail notifications as this specific notification is working as expected
