      Currently either a form is open or locked.  

      We would like to see Transition options to make the Form Locked or Open, so that certain information can be added after a form is submitted during a certain transition.  

      For example: a customer fills out the form and submits it, and then an internal team needs to fill out more options on the form but doesn't want the form to stay open for the customer to modify.
