Add the administration ability to override whether a file is displayed as binary or not

Details

    Description

      Currently, if a file has the property set as mime-type= application/octet-stream this file is considered binary.

      However it would be nice to be able to override this.

      For example in one customers case (CRC-372) all their *.js files have the above mime-type but are text files.

      If we had an administration option to set all *.js files as text, it would be good.
